Portland Bitters Project Production Process: They steep whole botanicals in organic, non-GMO cane spirits. They let them mingle for up to ten days. Then take out all those bits and are left with gorgeous tinctures. They then add some raw sugar and Portland water to make all those beautiful flavors bloom. Afterwards put them in amber glass bottles with dropper tops.

These bitters contain alcohol as an ingredient but are not considered an "Alcoholic Beverage" because they are used in very small amounts in a cocktail. They are considered an ingredient to create cocktails, not a stand-alone drink. Much like Vanilla Extract, these bitters are an alcohol-based "flavor extract." A bottle of bitters is generally 35–45% alcohol. Since we use bitters by dashes or in drops, the amount of alcohol is <0.5% ABV.
